Anybody can make a blog here. Just click on "my account" in the top menu, and you will see a link to your blog page - it says "View recent blog entries". Click it.

Now you're looking at your Blog page, but it's probably empty or else you wouldn't be reading this question. You'll also see a link called "Post new blog entry". Click that and blog away!
